Mission

Our goal is to provide dedicated, professional, and unbiased public safety to our citizens and to serve our civil papers in a professional manner.  We are dedicated to keeping our rapidly growing county safe. 

Responsibilities


We professionally serve civil and justice court papers, writs, warrants and subpoenas through the Justice of the Peace Precinct Four of Rockwall County and enforce all Federal, State, and local laws.  We also receive and serve court papers that come from other courts throughout the state of Texas.  Our office also bailiffs for the Justice of the Peace Precinct Four of Rockwall County.

Constable Parks works closely with the Rockwall County Sheriff's Office, Texas Department of Public Safety (DPS), other constables, and all police agencies within Rockwall County.

Constable Parks is a member of the Texas Justice of the Peace and Constables Association of Texas.  
Constable Parks is a past Fire Investigator and assistant Fire Marshall with the Rockwall County Sheriff's Office, past Executive Assistant for the Rockwall County Judge's Office, past Bailiff for the Rockwall County Court, and past Emergency Management Coordinator for Rockwall County.

Constable Parks was awarded the Sheriff's Commendation Bar in 2015 from the Rockwall Sheriff's Office for his heroic and lifesaving acts.

Constable Parks has been recognized by the Texas Senate, Texas House, Rockwall County Commissioners Court, and the Rockwall County District Attorney's Office for outstanding performance while serving the citizens of Rockwall County.

Constable Parks was awarded the Constable of the Year Award from the State of Texas Justices of the Peace and Constables Association of Texas for 2014-2015.

Education


Constable Parks has attended Phoenix College, the Lower Colorado River Authority-Texas Leadership Institute, and the Bill Blackwood Law Enforcement Management Institute.  He holds a Texas Peace Officer's license and has obtained hundreds of hours of law enforcement training.
