- Residence: Applicant must live in and intend to remain in Rockwall County
- Household: Consist of a person living alone or two or more persons living together where legal support exists.
- Resources: The household resources may not exceed $2,000 (or $3,000 if a relative who is aged or disabled lives with the household).
- Income: The household is income eligible if the monthly net income does not exceed 21% of the Federal Poverty Guideline (FPG).
