Changes to the Rockwall County Library policies effective October 1, 2014 include an annual borrower card fee of $50 per household for those living outside Rockwall County. A non-resident computer use only card is available at an annual fee of $20 per individual. Library policy is set by the Rockwall County Commissioners Court in consultation with the Library Advisory Board.
These fees will not apply to Rockwall County residents. Proof of address will be needed annually to verify residence (driver's license, utility bill, property tax statement, voter registration card, etc.).
