As we approach a significant milestone, we are filled with joy and admiration for a remarkable young man—Carter Wheeler—who will soon celebrate his 8th birthday. To honor this special occasion, the Rockwall County Commissioners Court has embraced the spirit of celebration by declaring July 27, 2025, as CARTER MICHAEL WHEELER DAY in Rockwall County.
